A home bought off plan at Thomson Eight would be paid for in stages as construction advances, under the progressive payment scheme that applies to private homes sold by licensed developers.
The Progressive Payment Scheme at Thomson Eight
The schedule starts with a 5% booking fee when the option to purchase is issued and a further 15% within eight weeks, when the sale and purchase agreement is signed: together, the 20% downpayment. After that, the bank releases the loan in tranches as the architect certifies each stage of the building, so the monthly instalment starts small and rises as more of the loan is drawn.
| Stage | Share of price | Usually paid from |
|---|---|---|
| Option to purchase (booking fee) | 5% | Cash |
| Within 8 weeks of the option, on signing the sale and purchase agreement | 15% | Cash or CPF |
| Foundation completed | 10% | Loan, CPF or cash |
| Reinforced concrete framework completed | 10% | Loan, CPF or cash |
| Partition walls completed | 5% | Loan, CPF or cash |
| Roof and ceiling completed | 5% | Loan, CPF or cash |
| Doors, windows, wiring and plumbing completed | 5% | Loan, CPF or cash |
| Car park, roads and drains completed | 5% | Loan, CPF or cash |
| Temporary Occupation Permit issued | 25% | Loan, CPF or cash |
| Certificate of Statutory Completion issued | 15% | Loan, CPF or cash |
The standard progressive schedule for uncompleted private homes sold by licensed housing developers. The developer’s sale and purchase agreement for Thomson Eight governs.
Cash and CPF for a Thomson Eight Purchase
On a first housing loan at the 75% loan-to-value limit, at least 5% of the price must be paid in cash; the rest of the 20% downpayment can come from cash or CPF Ordinary Account savings. Where the loan is held at a lower limit, because of a longer tenure, an older borrower or an existing loan, the cash share rises to 10% or 25%.
Stamp duty falls due within 14 days of signing, early in the schedule, so it needs to be planned alongside the downpayment rather than later.
Set with the price list.

Thomson Eight Instalments, Stage by Stage
The progressive payment calculator sets out each instalment for a chosen price, loan tenure and rate, including the amount the bank pays at every stage and the monthly repayment that follows. Pair it with the TDSR calculator to check the loan the household can carry.
