Buying a home at Thomson Eight brings Buyer’s Stamp Duty on the full price, and, depending on who is buying and what they already own, Additional Buyer’s Stamp Duty as well.
Buyer’s Stamp Duty at Thomson Eight
IRAS charges Buyer’s Stamp Duty in bands, the way income tax works. Each band of the price carries its own rate, from 1% on the lowest band to 6% on anything above S$3,000,000, and the duty is the sum of the bands. These residential rates have been in force for purchases since 15 February 2023.
| Band of the purchase price | Rate |
|---|---|
| First S$180,000 | 1% |
| Following S$180,000 | 2% |
| Following S$640,000 | 3% |
| Following S$500,000 | 4% |
| Following S$1,500,000 | 5% |
| Amount above S$3,000,000 | 6% |

Thomson Eight Stamp Duty, Worked Through
To show the arithmetic, the table uses S$2,000,000. That is a round number picked for the example and bears no relation to any Thomson Eight price, which the developer publishes in due course. At that figure the price reaches the fifth band, and Buyer’s Stamp Duty comes to S$69,600.
| Band | Duty |
|---|---|
| S$180,000 at 1% | S$1,800 |
| S$180,000 at 2% | S$3,600 |
| S$640,000 at 3% | S$19,200 |
| S$500,000 at 4% | S$20,000 |
| S$500,000 at 5% | S$25,000 |
| Total on S$2,000,000 | S$69,600 |

On the same illustrative figure, a Singapore Citizen buying a first home pays no Additional Buyer’s Stamp Duty, a Permanent Resident buying a first home adds S$100,000 at 5%, and a Citizen buying a second home adds S$400,000 at 20%.

Both duties are paid to IRAS within 14 days of signing, early in the payment schedule.
Additional Buyer’s Stamp Duty for Thomson Eight Buyers
Additional Buyer’s Stamp Duty depends on the buyer, not the property: on citizenship or residency status, and on how many residential properties the buyer already holds when the agreement is signed. The rates below have applied since 27 April 2023.
| Buyer | First home | Second home | Third and later |
|---|---|---|---|
| Singapore Citizen | 0% | 20% | 30% |
| Singapore Permanent Resident | 5% | 30% | 35% |
| Foreigner | 60% | 60% | 60% |
| Entity, including a trust | 65% | 65% | 65% |

Through trade treaties, buyers from the United States (nationals or permanent residents), Iceland, Liechtenstein, Norway and Switzerland are charged ABSD at Singapore Citizen rates.
Joint buyers who are married, with a Citizen among them, can sometimes claw back the ABSD on a second home by selling the first inside the IRAS window; the conditions are strict and are set out by IRAS.
Seller’s Stamp Duty and Thomson Eight
Seller’s Stamp Duty falls on a home sold soon after it is bought. Homes bought on or after 4 July 2025 carry 16% if resold in year one, then 12%, 8% and 4% across years two to four, falling away entirely from year five. Because a new launch is typically still under construction for several years, the holding period at Thomson Eight would normally run well past the fourth year by completion; check the dates in your own agreement.
Instalment timing is on the payment scheme page; loan sizing sits on the housing loan page.
